can we have it to wear when someone atks u wit an arrow or wat ever it may be u should be able to side step away from it  |

Certain character classes already possess skills with this idea in mind. (Ex: Acolytes (Champions and Priests) have Pneuma).
Adding new skills or custom classes would cause Reign Online to stray too far away from the original game. Because of this, new skills and classes are not added into consideration. (New custom hairstyles, loading screens, donation items, and quest items are options).

range damage in WoE already reduce 25%, if they can't hit u in side steps, are you asking everyone playing LKs, and others melee characters?
