I don't know why but I uninstalled some programs deleted files and my local hard drive is still not decreasing it's memory. Someone help me!

How big were the files?
Have you tried disk cleanup?
Have you made a safe restore point for your computer and deleted all but one backup shadow copy?
Can you move anything onto a flash drive?
Have you defragmented your hard drive?
Can you uninstall any games you no longer play?
Have you thought of buying an external hard drive for storage?
How old is the computer?
What size is the hard drive?
And lastly, I am assuming your not using Ubuntu or Mac because RO has a beef with those operating systems.

Ok I do not know about the defragmenting. Please just tell me about it. If I read a link or anything wouldn't make any sense to me at all.

Search > Disk Defragmentor > Run the Defragmentor
Do it considering you have never even heard of it, your computer probably has a TON of stuff on it.
What it does is it takes files, and compartmentalizes them so its easier to access (meaning faster computer speed) be forewarned, do it overnight if this is your first time running it, it could take a VERRRRRYYYYY long time. (3+ hours)
