i already put the char name recipient but still no silver coins whenever i vote

Are you logged into your fourm account when you vote? If not then you should that way it knows which character to send the SC to.

You also have to take that character to either of the voting ladies in Prontera
and they will give you your coins.

Yep, yep.. As Nguyen said, You must be logged in and have your character name set in Profile.
Then when you click the Sites for voting, you must also find Reign Online in the window that pops up! Then another new window will pop up and it will bring you back to this site and will say, for example "Zombie received 1 Silver Coin"
Then as Zebruh said, you must talk to the Silver Coin Reward Girls to get your coins.

You click the link, vote, and then find Reign Online's link on the n'th page and click it to return here?

If you don't do that, you don't get coins. You can't just hit back, or go to the other tab, you have to be linked to this site from the "so-and-so's top ###" page.
