This appears to be the link from Germany to Houston, Texas, near the game server. Must be a transatlantic underwater cable. This is what is causing the highest latency for your time. Probably nothing you can do about this.

Your latency is pretty normal. I am on RR in NYC as well at home, and have the same latency. If you are experiencing slowdown, it might be other computer resources that are being exhausted (CPU?).

This is where your extra latency is. I checked these IPs. These are routers within China, part of the CNC Group. No other hop gives you much higher latency times.
Since this is an issue within China, there is nothing we can do about it
