In less of a nerd-like explaination, an emulator is a way to copy something in a different way. In the context Shadow used it in, an emulator is a program that is designed to (almost) exactly mimic the functions of a video game, but playable on the computer instead.
For example, let's say you wanted to play....Call of Duty: Modern Warfare 2, but you don't have a PS3 or Xbox360 (is there one for PC? I dunno). What you can do is download a ROM (that's the SPECIFIC game) of CoD:MW2 and play it using an emulator. (Don't know if this is possible for this game...just a random game I picked.)
In this case, Shadow was saying he used a ROM of this Mario game and played it on his computer rather than on an SNES like it was originally meant. I repeat, the wonders of Google!
