"An emulator in computer sciences duplicates (provides an emulation of) the functions of one system using a different system, so that the second system behaves like (and appears to be) the first system. This focus on exact reproduction of external behavior is in contrast to some other forms of computer simulation, which can concern an abstract model of the system being simulated."
In less of a nerd-like explaination, an emulator is a way to copy something in a different way. In the context Shadow used it in, an emulator is a program that is designed to (almost) exactly mimic the functions of a video game, but playable on the computer instead.
For example, let's say you wanted to play....Call of Duty: Modern Warfare 2, but you don't have a PS3 or Xbox360 (is there one for PC? I dunno). What you can do is download a ROM (that's the SPECIFIC game) of CoD:MW2 and play it using an emulator. (Don't know if this is possible for this game...just a random game I picked.)
In this case, Shadow was saying he used a ROM of this Mario game and played it on his computer rather than on an SNES like it was originally meant. I repeat, the wonders of Google!
[ontopic]Omg Shadow...that was RIDICULOUSLY awesome! I was smiling the whole video. XD[/ontopic]

It basically lets you use your computer as different gaming system.
