Hello,
If you still have this issue, I would recommend fully uninstalling and reinstalling the Full Installer.

Also, are you running a Japanese version of Vista? I have seen two cases similar to yours in the past, both of which were solved when I sent them DVD installers.
If possible, try to download from a different computer.
