Once your packets reach the USA, it only took 50ms to get to the server.
The latency is your ISP's issue. Perhaps they are oversubscribed, or are/were having issues.

This jump from 203.117.34.10 to 4.53.28.1 is the underwater route from Singapore to San Jose. Unfortunately, this is an issue with Singapore's limited bandwidth out of the island. (You also appear to be on dial-up)
You will not get much better latency than this...

Timed-out responses means your ISP is blocking ICMP packets - a very important part of internet traffic. Your Malaysian ISP appears to be rejecting ICMP packets, thinking it will save them bandwidth - but in reality, will break many things, and lower response speeds for many applications.
