well, when i "naked", my aspd was 156 (EXAMPLE) then i wear that hairband my aspd become 153.
so, what do u think?

Anytime you get a voting item for effect, and not just for looks, then you need to read the script (not the description), to see what it actually does. There is a reason they were not officially released.
You can look up the scripting at ratemyserver for most items.

As for pecopeco hairband, its not bugged. It is scripted to make you walk faster, attack slower, and cast longer. It kinda sucks.

A lot of voting items have scripts inconsistent with their descriptions.
Sorry you had to learn the hard way. All I can say is, next time, do a little research.
