Arrow Quiver for Mute Arrows
SERIOUSLY I have like 400,000. 
(Or at that, how about ALL kinds of arrows).

Mute Arrow Quiver does not exist as an item. We would have to create it. I don't see any problems with doing so. However, as you're probably the only person with 400,000 mute arrows, this very likely will not be very high priority

I used to have around 30,000 mute arrows but i sold em all. I think it'd be a good idea to make Arrow Quivers for select arrows. Make like a voting pole or something where the top 3 most populare arrows can get a Arrow Quiver made for them.

Ok so,
Arrows that are craftable only, and can't be bought in the shops now...aren't going to be added to the mall. What we can do though, is ...there's an NPC in payon. Amazing Jaxx. He converts arrows into arrow quivers. We can add the arrows that aren't 'quiver-able' into that.

In other words, yeah. Don't change the mall, just add quivers for lazy people.

You'd still have to make the arrows, to be able to turn them into quivers.
I don't see how that's for lazy people o.o;

Yes, that's how Amazing Jaxx in Payon works.
It won't save any one time, but it will save some players from having to put arrows into multiple accounts.
Personally, once I hit 30K of a single arrow type, I donate the rest to new archers.

500 arrows in a quiver also weighs half as much as 500 arrows by themselves.
Weight loss for archers is paramount!! (No STR, plox)
