study how to produce dub reggae first, since to me dubstep is a bastardization of dub reggae with a more electronic emphasis. the key is that dubstep is usually in a double tempo ( if it sounds like 85bpm, you'll be producing in 170bpm due to the higher "resolution" should i call it that. practice using LFOs and "T"-style syncs for those off-tempo "wobbles" (usually for running in 3/4 signature without having to change the whole signature for the track. practice cutting vocals for that glitchy sound as well as gating effects. (proper gating effect demo ripoff here) I only produce hardcore gabber so this is coming from someone who never drops below 190BPM. enjoy

as far as software goes, while it has a bit of a learning curve, try Reason. It needs quite a powerful machine, but otherwise once you get the idea of working with virtual components (all instruments and effects are components, which can be chained together to form your rack.)

you really don't need much, 3 synths and a drum machine can do many things. such as follows: http://kihei.iiichan.net/dqn/6581DUB.mp3
