Does after cast work like 50% of 100%=50(just imagine there was such a card) Then say you got another one of these 50% cards would that be 0% after cast? or 25% after cast.

with cards you can never get 100% after cast. There're no cards that take away 50% after cast the closeest to a card that'll take a huge ammout of after cast delay of is Kiel which reduces after cast by 30%.

The reducers work like in half-life of radiation: you can only reduce it, it will never go away completely.
However, some skills already have very low after-cast wait.
