Now feel free to flame this as its a bit radical of an idea but, what if we had a max cap for character and player zeny?
For instance 1 character could hold a max of 1 billion zeny (numbers are example only and can be changed) and an account could only hold a max of 5 billion zeny.
Why? This forces prices down as there is a max that any one account can have. It also encourages a secondary economy to build around GC that have actually been paid for with zeny.
How? If a player has 10 billion zeny they can buy anything they want with very little limitation, sellers who know these players can also charge according to these super rich players rather then fair prices that anyone could afford without blowing all their zeny. Conversely a player with 10 billion from selling rare cards knows his money will keep going up no matter how much he sells.
If the limit is 5 billion sellers will have to target that as the max amount anyone will have and will have to base prices off what anyone with that amount will be willing to spend. Even more so sellers will have to make sure they will continue to make money if the max their character can hold is 1 billion zeny.

Your max safe transactions are still capped at 1 billion

That's cap transaction per account/sprite. Not per IP address. =]
And with the current conditions on Reign Online,
maxed Money you can put in a character is
capped 2.000.000.000 Zeny, with that being said,
999.999.999 Zeny is capped per transaction. |

per account still means safe transaction. You could aways pay 3 billion by paying 1 billion 3 times, but who says they wont run off with your money/item after the first transaction?
As for the second bit, you have me a bit confused, is this your idea for a limitation or is this the already established limitation?

This is rejected because this is technically impossible to enforce.
There is already a limit on how much a character can hold.
There is already a limit on how much the bank will hold per account.
It is impossible for us to cap based on other criteria such as IP addresses (what if players play from a cyber cafe? or share with family members?).
The best thing to do is to create more money sinks that only high level characters will use. (Like the 1M sprite previewer).
