You'll have to give more details than that, but as a general rule of thumb:
1) Character names that are already in-use will be "denied" creation.
2) Character names using special characters such as $, %, @, %, etc, will be "denied".
3) Character names that exceed a certain length (16, I believe) will be "denied".
"Denied" just seems to be a blanket term for an error... with no specifications as to what the error was. =)
