You can get wings by earning credits, from donating to saving up 50mil for each gold coin (go to the Donation Girl to have a look). They also have custom wing quests that you can make.
Lord Kaho Horns quest is in Geffen. Keep walking straight until you see a guy called 'Lord Kaho's Servant'.
And the job level to change into 2nd job is 40.
