My response in regards to "time" was in response to this comment:

The issue of time does not factor in due to the existence of the automated donation purchasing and trading system. If donations were to no longer be account-bound, they would be trade-able by players. There would be no additional work from the GMs if that were the case.
Time is only an issue when players break the rules.

It would be nice to see in the future. Although like you said, it's probably not possible with players sharing accounts (and in some cases not being able to be trusted)
Although I do think the issue of cards going missing poses more of a threat then donates going missing. At least you have stopped one problem I guess though.
