Thats what we are going for since it doesnt have a After Cast Delay  . But he wants to do the kind of damage you do on Gunslinger 35k >_>!

Im assuming he needs to use that big gun that reduces the cast time of Tracking w/ 2 Beezlebub and 1 Clock Tower Manager Card? Am I right

60% - 2 Beelz
10% - 1 Peco Peco Wings
20% - 4 Tower Managers
10% - Dark Illusion
Total: 100%
Yes, you need that gun, but NOT for the cast time reduction, it doesn't work. You need the gun because it gives the most damage out of any of them (except sometimes thana, of course).
After those items, build the same as a normal Sniper. Same principles apply, Dex, Agi, etc.

And this. Sorry for the late reply, I've been busy. The damage is all from DEX and the gun, but as Adam stated, you don't need that gun for the reduction in cast time, it's just for the damage and I had extra badges. And... Refer to this screenshot to see why I did 35k.
