... Yes! They can be used to assassinate people. I mean, if you see a guy with an arrow sticking out of his neck would you suspect the assassin or the archer? Think about it! _________________

The skill's description mentions that it can only be used with Katars equipped and I don't think it's possible to have arrows and katars equipped at the same time.

It does work, indeed. Assassins can have arrows equipped at all times, in fact. Though it only helps when you are using Grimtooth. It will transfer the status of any status arrow you have equipped (IE: Freeze for Frozen Arrow, Sleep for Sleep Arrow, etc, etc...) and (though I haven't tested this) I think you can use Elemental arrows to change the element of the attack as well. <-- (don't quote me on that).
...That being said~
How, in the name of Valhalla's bulging urethra, does an assassin take an arrow and somehow sling it at an enemy using a katar...
Let's look at an example shall we...
